Below is a rough estimate of number of back links required for getting page ranks from 1 to 10.
Thus you will see that for getting page rank 1, one needs 15 back links from pr 1 sites and 3 backlinks from pr 2 sites. Similarly for page rank 2, one needs back links 81 from pr1, 15 pr2, and 3 pr3 and so on. But what if one gets no back links from pr1 sites, but some links from higher pr sites like pr7, pr8 and pr10. That is separate formula only known to Google. But one thing is certain that you need fewer links from higher pr sites than the lower pr sites to get same page rank. Thus it seems that if you could get backlinks from pr1 and pr2 sites, you can easily get pr1 for your site.
